
In 2025, the Levin Center conducted a study of all 50 states to examine how legislatures ensure government programs work effectively for citizens. Factors such as legislative oversight committees, routine engagement with executive agencies, collection of casework data, digital transparency tools, and user-centered policy evaluation were of particular importance. State Summary #
The West Virginia Legislature holds interim meetings (and some other committee hearings) at locations around the state other than the Capitol. In 2025, for example, several meetings of the Joint Standing Committee on Education took place at an elementary school near the Capitol, and multiple meetings of interim committees were scheduled at locations across the state. Still, the West Virginia House of Representatives modified its rules in February 2025 to eliminate most public hearing requirements for committee hearings.
